Any 19th Cent. non-fiction books about police/crime?
I'm looking for non-fiction books written in the 19th Century about police/police departments and how they deal with crime (not really just for crime stories)... I'm having a difficult time figuring out where to begin looking for even just non-fiction written before 1900, so if anyone has any advice?

Get books by Edgar Allan Poe, probably the first writer to produce crime novels and short stories, and writing about detection methods of the time. He's famous for The Phantom of the Rue Morgue,The Purloined Letter and many others.
