Are there any programs for PC that help write in book format other than WORD?
Is MS Office or Wordpad good for story writing in book format(like if a page is a page on Office, would it equal a page on a book?) or are there better advanced programs now that help format book writing?

I've written my entire novel on Word, and it's done just fine for me. It has good section break features for the chapters and runs well under the stress of a large amount of data. I don't know of another program that would serve your purposes any better. And as far as equaling a page in a book, you can do a little simple math and figure that out. For example:
My novel is currently 147 pages in word, typed in a 13 Calibri font.
It is currently 51, 842 words.
The average book page contains about 250 words.
51,842 divided by 250
So, translated to book terms, my novel would be about 207 pages.
You can of course alter your font so that each page has about 250 pages, but this would be a rather large font--about 17 or 18 in Calibri--and would slow the program down as you began to get up into the higher page counts. It would be unnecessary when you could simply translate it mathematically.

Any word processing program is fine for writing a book. There's no need to get your page to match the pagination of a published novel.
