I am currently writing a book. The book will include realistic locations, address, schools, monuments, buildings, etc. But the fast food places, and other private institutions will not be included. But for the public places, will i need a special documentation from the city to write the story that the setting will take place at a public area?

Are you asking if you need to get permission from the city you want to write about? I doubt it, but you could write to their chamber of commerce (or go to their website) and see what info than can send you that may be of further interest. Answer 2
If you name a real business as a key location, then the owner might object if you depict his business in an unflattering light: "Herb's Cafe served dismal food, as if trying to match its drab and featureless exterior." You could make comments on government-owned buildings -- "The City Hall of Gary, Indiana resembed an abandoned tortoiseshell in both shape and color, as if the tortoise were simply too embarrassed to be seen in it."

No not at all. You can write about any city you want to. london, New York any one. These are public places and no one is going to object. YOu may even refer to the monuments there in and still no objection...
