Well, the obvious is for him to go to any of the 'big 5"--- Penguin, Simon & Schuster, Hyperion, Random House, etc. The problem is the 'best paying' publishers require agents to get in the door. If he really wants a career and not just a few bucks, he needs to get an agent first or study the craft/business a little more and figure out how to get in touch with the few select editors that might be open to unagented submissions.
