Does anyone know of a childrens literary agent that accepts manuscripts by email?

Your best bet is to pick up a copy of Writer's Market--which is hands-down the best reference for free-lance writing and publishing. It has both agents (and what they're looking for), and the publishers themselves listed, along with information as to how to contact them. If they accept e-mail submissions, it'll be in the listing, though most publishing is still done the old-fashioned, hard-copy way.
