I'm writing a book, and I was wondering which format is best to write the plot in?
Since I keep getting new ideas all the time.

I'm guessing you want to know which Point Of View you should write the story in. Well, that depends on who will be telling the story. If the author (you) will be telling the story from 'your' point of view, then it will be First Person.
If the story will be told by the author (you) in a way that you can get into everyone's head, then Thrid Person. I write most of my work in thrid person because I like to look into my character's heads. I like to have the reader know what they're thinking.
Writing a mystery in first person is tricky. You can't know what your character is thinking. The teller (you) must be like a fly on the wall or the story is told as it was told to you.

All writers write differently. My advice is get all the ideas down in whatever order they come. Then sit back, look at what you've got, and figure out how it goes together best and where there are holes that need filling in. This is pretty much what I do.
