Elements of Style by William Strunk and E.B. is a writer MUST HAVE.

Well, my personal favorite is "Your First Novel" by Ann Rittenberg and Laura Whitcomb. It covers every aspect of writing, and isn't too dry to read.
Characters, Emotion, and Viewpoint by Nancy Kress is also a pretty effective book, and focuses especially on writing fiction.

Writing a Novel Synopsis
Many publishers require that a synopsis be sent before a full manuscript can be submitted. The synopsis must interest the editor in the story in just a few short pages. It should be printed on a good quality paper and with a standard font for a professional look. The synopsis can also be double-spaced to make it easier for an editor to read.
