i am intrested in writing a book to a cd but do not know how.?

I am interested in writing a book but with my budget I cant afford a publishing co or a self publishing co. I am wanting to format it to a disk so my costumers can read it straight from there computer or print if for there own use. I want to know if there is a way to format it to a disk without braking licensing agreements. Or is there a way to format it to html like the ca d.m.v. does with there hand book. Or at least is there a low or modestly priced program I can use for this. I am not a perfecinal. I am a doing this out of my house. Also if know if any internet sites I can sell it off of as an actual e-book. Any suggestions will be helpful.
